Runway 7-25 Obstruction Removal

The West Liberty - Morgan County Airport Board (Owner), in coordination with the Federal Aviation Administration (FAA), announces the availability of the Draft Environmental Assessment (EA) for Runway 7-25 Obstruction Removal at West Liberty Airport (9I3), in West Liberty, Morgan County, Kentucky. Pursuant to Title 49, United States Code, § 47106(c)(1)(A) the Draft EA is being circulated for review and comment from the public and federal, state, and local agencies.

Comments from the federal, state, and local agencies and the public will be considered part of the Final EA. The Final EA will be submitted to the FAA for the agency’s environmental determination.

Proposed Development Project: The purpose of the Proposed Action is to remove individual trees identified as obstructions to the approach surfaces to Runway 7-25 that are penetrating the 20:1 Threshold Siting Surface (TSS) and Part 77 Approach Surface (AS). The Airport needs to remove these obstructions to provide safe approaches for landing aircraft and for compliance with Code of Federal Regulation (CFR) Part 77 airspace regulations. Obstructions identified as structures (i.e., power poles) need to be lighted for compliance with FAA regulations.  

Summary of Impacts: A Draft EA has been prepared to disclose the potential economic, social, and environmental impacts of the Proposed Project. The EA discusses the Proposed Project, alternatives, and potential environmental effects in areas including Air Quality, Biological Resources, Greenhouse Gas Emissions, Coastal Resources, Section 4(f) of the Department of Transportation (DOT) Act and Section 6(f) of the Land and Water Conservation Fund Act, Farmlands, Hazardous Materials, Solid Waste, and Pollution Prevention, Historical, Architectural, Archeological, and Cultural Resources, Land Use, Natural Resources and Energy Supply, Noise and Noise-Compatible Land Use, Socioeconomics and Children’s Health and Safety Risks, Visual Effects, and Water Resources. The research and analysis provided in the EA concluded that none of the impacts were significant.

The public comment period is 30 days and will begin on Thursday, June 4, 2026, and will close on Saturday, July 4, 2026 Electronic and hand-delivered comments must be received before 5:00 pm Central Standard Time on Saturday, July 4, 2026.  To ensure mailed comments are considered, they must be postmarked no later than Saturday, July 4, 2026.
